Article I – Name of Organization

The name of the organization shall be the Massachusetts Institute of Technology Chapter of Minority Association of Pre-Medical Students (M.I.T.M.A.P.S.)

Article II – Affiliation

This organization is a chapter affiliated with Student of National Medical Association (S.N.M.A.) and shall abide by its constitution and by-laws.

Article III – Mission

The mission of the Minority Association of Pre-Medical Students (M.A.P.S.) shall be to address the needs of the minority pre-health students at M.I.T.M.A.P.S. intends to motivate, encourage and prepare pre-health students from a disadvantaged background, an underrepresented minority group or a medically underserved area to be competitive applicants for health professional schools through a sharing of knowledge, experience and mentorship. The chapter is dedicated to serving underserved communities through a variety of community service activities and volunteering and to improve minority matriculation into all professional health related programs.

Article IV – Membership

Section 1 – Membership Types

A. A general member of the M.I.T.M.A.P.S. shall be any person pursuing an undergraduate or graduate degree at the Massachusetts Institute of Technology who has expressed an interest in and will work towards fulfilling the mission of the organization.

B. A voting member of the M.I.T.M.A.P.S shall be an individual who has met the criteria of a general member as listed in Article IV, Section I (A) and either:

  1. has the status of an Associate member of the S.N.M.A. or
  2. has actively participated on an M.I.T.M.A.P.S. committee within the constraints of one academic year as determined by the committee chairperson.

Section 2 – Dues

The dues of the M.I.T.M.A.P.S., separate from S.N.M.A. Associate Membership fees, shall be determined by the Executive Board at the start of each Academic Year. Exceptions will be made for students who cannot afford these dues.

Article V – Executive Board

Section 1 – Membership

Membership: The members of the M.I.T.M.A.P.S. Executive Board shall be:

A. President

B. Vice-President

C. Executive Secretary

D. Treasurer

E. S.N.M.A. Liaison

Section 2 – Duties

A. President

  1. Shall preside over M.I.T.M.A.P.S. and all M.I.T.M.A.P.S. meetings.

  2. Shall develop the Chapter objectives for the duration of the elected term.

  3. Shall reserve the right to make appointments for vacant positions on the Executive Board and its subsequent committees.

  4. Shall identify potential Members of  M.I.T.M.A.P.S.

  5. Shall assist in the adjustment of all newly joined Members.

  6. Shall work to solve the organizational problems of inactive Members.

  7. Shall ensure that all existing S.N.M.A. Associate Members are re-newed at the end of each membership term.

B. Vice-President

  1. Shall act as President  in the absence or inability of the elected President.

  2. Shall serve as parliamentarian of all M.I.T.M.A.P.S. official meetings.

  3. Shall chair the Programming Committee to oversee and assist in the development of all Chapter programs.

  4. Shall report and/or propose the formation of M.I.T.M.A.P.S. special committees.

C. Executive Secretary

  1. Shall be responsible for the record-keeping of all M.I.T.M.A.P.S. meetings.

  2. Shall supervise communication within the Chapter.

  3. Shall chair the Communications Committee.

  4. Shall coordinate the participation of M.I.T.M.A.P.S. Members in all service projects.

D. Treasurer

  1. Shall produce and be accountable for the Chapter’s budget.

  2. Shall, upon request, have a financial report ready for inspection by Members of  M.I.T.M.A.P.S.

  3. Shall be responsible for identify and pursuing  all fundraising avenues available to M.I.T.M.A.P.S.

  4. Shall be responsible for maintaining and identifying Chapter solicitation and fundraising activities.

E. S.N.M.A. Liaison

  1. Shall serve as liaisons between the Executive Board and the Chapter Advisors, S.N.M.A., and the M.I.T. Global Education & Career Development (GECD) Office.

  2. Shall serve on the Programming Committee.

  3. As a part of the Programming Committee, shall oversee and assist in the development of all Chapter academic and professional development programs.

Section 3 – Committees

A. Programming Committee

  1. Shall coordinate the  implementation of programs recommended by M.I.T.M.A.P.S. Members or committees.

  2. Shall coordinate any work in conjunction with other organizations on and off the MIT campus.

B. Communications Committee

  1. Shall coordinate all communications within the M.I.T.M.A.P.S. Chapter.

  2. Shall consist of a Publicity Chair that coordinates all communications within the chapter via resources that are not limited to email, social media, and printed material.

  3. Shall consist of Webmaster that keeps the Chapter website up-to-date.

C. Special Committees

  1. Special Committees may be formed under the approval and supervision of the Vice-President.

  2. A Chair for any Special Committee shall appointed by the Vice-President.

Section 4 – Restrictions

  1. No one member can hold more than one office of the Executive Board.

2.  To be eligible to run for an office one must be a voting member of the M.I.T.M.A.P.S.

Section 5 – Meetings

  1. The meeting times of the Executive Board shall be determined by the Executive Board at the start of each Academic Year.

  2. General Body Meetings shall occur at least twice an academic semester.

Article VI – Amending the Constitution

All amendments to this constitution require notice of 3 weeks’ notice prior to being discussed and voted upon. The constitution may be amended by a vote of 2/3 (two-thirds) majority membership at any regular or special meeting.

Article VII – Election Procedures

Section 1 – Elections

Elections shall be held in March of each academic year with no less than two (2) and no more than six (6) weeks allowed for nominations.

Section 2 – Nominations

Candidacy for office on the Executive Board shall be confirmed by a written nomination from any General Body member. Nominations are to be opened in February of each academic year. The President is responsible for confirming the candidacy and eligibility of all nominees.

Section 3 – Eligibility

Any candidate who is nominated for office must be a voting member of the M.I.T.M.A.P.S for the current academic year. Exceptions can only be considered with a minimum of twenty-five percent (25%) of the General Body.

Section 4 – Quorum

A quorum for all official M.I.T.M.A.P.S. business shall be 40% of voting members, with the exception of the Executive Board meetings where quorum is two-thirds (2/3).

Section 5 – Term of Office

The term of office for the Executive Board shall run from May 1st of each academic year until April 30th of the following academic year.

Section 6 – Oath of Office

I, ________, do solemnly swear that I will uphold the ideals and goals governing and guiding the M.I.T.M.A.P.S. as stated in the creed and Constitution and that I will at all times work to serve and implement, to the best of my ability the needs and aspirations of the membership of M.I.T.M.A.P.S.

Section 8 – Vacancy

In the event of a vacancy a special election is held for that position as soon as possible. Special elections shall follow the same procedures of a standard election.

Section 9 – Impeachment

A minimum of twenty-five percent (25%) of M.I.T.M.A.P.S. general members’ signatures is required to bring an impeachment statement before the General Body. In the event that the number of general members is not determined, the number of signatures is set to twenty-five (25). A majority vote of the General Body is necessary to enact the statement. In the event of a tie, the General Body shall resume discussion and prepare for a re-vote.

Section 10 – Procedures

  1. Candidates for office shall be allowed no more than five (5) minutes to present their platform to the General Body during elections.

  2. Once all candidate platforms and the corresponding question and answer period for a particular office has been concluded, all candidates shall leave the room and the General Body shall enter executive session to discuss the qualifications of the candidates. The selection of each office takes place during executive session.

  3. Only voting members of the General Body may cast a vote during elections.

  4. A majority of votes for a specific position is required to be elected to that position. In the event of a tie, the General Body shall resume discussion and prepare for a revote.

  5. Write-in votes must be submitted a minimum of twenty-four (24) hours before elections. Write-ins are counted only for the first ballot. Write-in votes do not count towards a re-vote.

Article VIII – The Association of Student Activities

The Massachusetts Institute of Technology Chapter of Minority Association of Pre-medical Students agrees to abide by the rules and regulations of the Association of Student Activities, its executive committee, and the finance board. This constitution, amendments to it, and by-laws to this organization shall be subject to review by the ASA executive committee to insure that they are in accordance with the aforementioned rules and regulations.
